Who is ista North America?

ista North America is a third-party nationwide submetering billing company. We do not supply the utility service; however, we provide the reading, billing, collections support and customer service for our clients. ^TOP

How does this program work?

In an effort to encourage conservation of utilities, an Air Force-approved baseline for consumption of utilities has been established. The method used in creating this formula has been approved by the Air Force and takes into account such factors as home size, number of windows, construction date, and other relevant data.

Using the established consumption baseline, we have assigned an Air Force-approved utility allowance for your specific home. This allowance is 110% of the estimated baseline, so even if you exceed the baseline, you still have a 10% cushion. Any amount that is not covered by the utility allowance will be owed to the Housing Office. The utility allowance will be applied by lowering your rent to the respective amount. ^TOP

How will the utility allowance be applied?

Your rent/allotment will be adjusted to match the BAH rates established by the U.S. government. Additionally, your rent/allotment will be lowered by the amount of your utility allowance, which is used to pay your utility bill.

As an example, if your rent is $850 and the utility allowance assigned your unit home is $100, your rent will be lowered to $750. If your actual consumption is less than your utility allowance, you will pocket that difference. Consumption over the utility allowance will have to be paid via check our money order to your local Family Housing. There will be a prorated amount charged based on consumption at initial move-in and move-out ^TOP

How will you read our meters? Will we be disturbed?

Meter readings are typically done electronically to facilitate remote retrieval of accurate data. You will not be disturbed. ^TOP


Who do I inform about my move in or move out?

The Housing Office is responsible for opening and closing your account with ista North America. The management staff will advise ista North America of all move-in and move-out information. ^TOP

Who do I contact if I have a question regarding my utility bill?

The ista North America Customer Service Department may be reached via e-mail at inquiries@ista-na.com or via phone Monday through Friday, 8 a.m. - 5 p.m.,. Our toll-free number is (800)- LOW-3014 (800-569-3014). You can also access your account online at www.ista-direct.com. ^TOP

How will I be billed?

Residents will receive a consumption record and bill from ista North America monthly. It will show usage and display information in an easy-to-read graph. Using the consumption records, residents will be able to track their usage and adjust it if necessary to avoid out of pocket costs. The same information will be available on the Web at www.ista-direct.com. This site will have personal account information available on it 24 hours a day.

How often will I be billed?

Consumption reports/Billing Statements are generated once a month. You will receive one report every 30 days. ^TOP
